In West Fargo, the City of West Fargo collects residential garbage and Waste Management collects residential recycling. The city is divided into five different zones, each with its own collection day (see Sanitation Zones Map). Garbage is collected once a week and recycling is collected every other week.
On collection day, up to three trucks will visit your residence to collect garbage and recycling - a City of West Fargo garbage truck, a City of West Fargo large material truck and a Waste Management, Inc. recycling truck.
The time your materials are collected may vary week to week. Therefore, residents should place their materials at the curb by 7 a.m. on collection day and allow the trucks until 5 p.m. to pick up the materials.

The unpaid balance of special assessments, or uncertified balance, is the balance that remains after the yearly installment is sent to Cass County for payment. The special assessment balance for properties in West Fargo are available on the Assessor website. Be sure to follow the on-screen instructions for entering the parcel number or address correctly.

The exemption is automatically renewed annually. However, the veteran or the veteran's unremarried spouse must refile if that person sells the property, or no longer claims it as a primary place of residence or if the veteran dies or receives a change in the percentage of the certified rated service-connected disability.

North Dakota's Homestead Tax Credit Program (NDCC 57-02-08.1) provides assistance to low-income senior citizens and disabled persons in making their property tax payments. Depending on their qualifications, a tax payer can save between 20-100% on their property taxes, up to a maximum taxable value of $125,000. A property owner must be 65 years of age or older during the year in which the application is made unless that person is permanently and totally disabled. The owner can't have assets in excess of $500,000, including the value of any assets gifted or otherwise divested within the last three years.

According to NDCC 57-02-08(22), all or any part of fixtures, buildings, and improvements upon any non-farmland up to a valuation of $160,000, owned and occupied as a home by a blind person may be exempt from residential property taxes. Residential homes owned by the spouse of a blind person, or jointly owned by a blind person and spouse, shall also be exempt within the limits of this subsection as long as the blind person resides in the home. For purposes of this subsection, a blind person shall be defined as one who is totally blind, has visual acuity of not more than 20/200 in the better eye with correction, or whose vision is limited in field so that the widest diameter subtends an angle no greater than twenty degrees.
The exemption provided by this subsection extends to the entire building classified as residential, and owned and occupied as a residence by a person who qualifies for the exemption as long as the building contains no more than two apartments or rental units which are leased. Besides completing an application form, first-time applicants for this exemption must provide the Assessor with a copy of a doctor's certificate stating that the person is legally blind according to the NDCC.

An appraisal is an estimate of the price that most people would likely pay for your house in its present condition. The average appraisal will take 15 to 20 minutes and will involve an outdoor and indoor inspection. Your annual property tax is based on this estimate of value.
The Assessor places a value, or appraises, all property in the city. These valuations determine the distribution of the property tax burden, not the total amount of taxes paid in the city. The determining factor of whether your taxes will increase or decrease is how the current assessed valuation relates to today's market value. The city conducts periodic reappraisals to assure that changes affecting market value are reflected in your assessed value. Any changes that occur from this reappraisal will not take affect until the tax bill you receive the following December.

According to NDCC 57-02-08 (20), any permanently and totally disabled person who is permanently confined to use of a wheelchair, or, if that person is deceased, the unmarried surviving spouse of a permanently and totally disabled person is eligible for the wheelchair exemption. If the spouse of a permanently and totally disabled person owns the homestead or if it is jointly owned by them, the same reduction in assessed valuation applies as long as both reside thereon.
The provisions of this subdivision do not reduce the liability for special assessments levied upon the homestead. The phrase permanently confined to use of a wheelchair means that the person cannot walk with the assistance of crutches or any other device and will never be able to do so and that physician selected by the local governing board has so certified. The maximum benefit may not exceed $4,500 taxable value, because a homestead is limited to $100,000 market value (see NDCC 47-18-01). First-times filers for this exemption must provide the Assessor with a copy of a doctor's certificate stating that the person is permanently confined to use of a wheelchair according to the NDCC. Afterwards our office will annually send an application to all the persons who received the wheelchair exemption in the previous year. The doctor's certificate does not need to be filed annually but the application form does. The application form used is the basic Property Tax Exemption application.
The City of West Fargo is committed to encouraging the creation of high-quality, affordable housing for its residents through the low-income housing tax credit (LIHTC).
Historically, the City preferred private townhome-style apartments over the larger box style. Additionally, when the preferred style apartments enter into rent restrictions for lower income persons, the City will consider a 15-year Payment in Lieu of Taxes (PILOT) in conjunction with the LIHTC provided by the federal government.
While there is a set of guidelines especially formulated for the LIHTC program, the application is the same as the new industry/PILOT application. The qualified project must file an annual report each December to be eligible for the exemption. The report must reflect the amount of rent charged for the project. The exemption will run for a 15-year period if the rent stays at the specified levels.
The West Fargo Economic Development Advisory Committee will review the application and make a recommendation to the West Fargo City Commission.

Legally, the City of West Fargo has no jurisdiction in rear-yard drainage issues. Only certain catch basins within City easements can be addressed. If there is a problem at a catch basin, contact the Public Works department. For other drainage issues, such as excess fill or other blockages, the first course of action is to contact your neighbors.
The City Engineer can help mediate in backyard drainage problems, such as providing recommendations to help rectify or improve the situation, but cannot make enforceable decisions.

Permits are required for additions, decks, porches, finishing basements, replacing doors & windows of different sizes, interior renovations or repair that include structural modifications, demolition work, accessory structures, swimming pools and re-siding. All HVAC systems require permits, including all gas appliances & equipment, wood stoves, etc. A building permit and/or a zoning permit may be required when a building use is changed.
Separate plumbing and electrical systems permits are required for the installation, alteration, relocation, replacement, or addition to any wiring, piping, or equipment or appliances associated with those systems.

Permits are not required to paint a house (interior or exterior), hang wallpaper, replace cabinets and do similar finish work, build an accessory building having a floor area of 120 square feet or less, install concrete sidewalks and patios entirely on your property or insulate an existing building where no structural changes are made.

The City of West Fargo’s building code requires building permits to be obtained before doing certain types of construction for all existing structures and all new residential and commercial construction and remodeling. Building permits allow the city to review all construction projects and ensure that meet the minimum requirements of the West Fargo building code and zoning requirements. A building permit also establishes a record of the construction and remodeling history of your property. Once the permits have been issued the building department will conduct onsite inspections to help ensure compliance the building code.

With your building permit, the Building department will provide information about when and who to call for inspection(s). Building inspectors will inspect your work several times during the course of construction for things such as footings, framing, insulation, rough-in and mechanical work and building final inspection.
You will need to contact the Building department to schedule an inspection; no work shall proceed or be covered until the requested inspection has been signed off. An inspection card may be attached to your permits. You or your contractor should post the card on the site until completion of the final inspection. This card contains important information about the job and is used to record inspections performed.

The City of West Fargo offers a variety of resources for filing a possible code enforcement complaint.
We prefer not to receive complaints anonymously. Most complaints required follow-up with the complainant for accuracy of addresses/location, access to view the violation, discussion of the issue if no violation is observed, and guidance back to complainant regarding who can address the concerns more appropriately. Grass and weeds must be less than 8 inches tall on all property within the city limits. Property owners are in violation of the public nuisances city ordinance when more than 30 percent of the yard has grasses and weeds over 8 inches tall.

Snow must be removed from the sidewalks within 48 hours of the last snow event. It is unlawful to push snow onto public property, including streets, boulevards, sidewalks or park property.
Under the City of West Fargo public nuisance code, wood piles must be stacked 6 inches off the ground to reduce the potential for harborage for vermin.
According to the City of West Fargo sidewalks and boulevards code, sump pump hoses may not be placed on or over a public sidewalk. Property owners may request permission from the Public Works department to bury their sump pump hose under the public sidewalk. The City of West Fargo has several additional sump pump regulations that residents can learn about.
According to the City of West Fargo's Planning and Zoning ordinance, all yards must be seeded or sodded within one year of the issuance of the building permit.
Home occupation is allowed, but all equipment associated with the business must be stored indoors and can’t be visible in the yards or outdoors.
Vehicles, recreational vehicles, and trailers are only permitted to be parked on improved surfaces. Improved surfaces are asphalt and concrete, or gravel when the existing driveway is not improved. No vehicles can be parked on grass, or dirt.
Setbacks from property lines shall be adhered. Approval from neighbors and city shall be sought if setbacks or proper screening can’t be adhered.
Junk is considered to be parts of machinery or motor vehicles, unused furniture, appliances, remnants of wood, metal or any other cast-off material of any kind, whether or not the material could be put to any reasonable use. Junk may not accumulate or be stored outdoors on property.
Harborage for vermin is any accumulation of materials that will provide nesting material or areas where vermin can comfortably make a home or harborage. Piles of wood, rocks, lumber, boxes, barrels, bricks or similar materials are common places for harborage. Those materials must be stacked evenly 18 inches off the ground on open racks.
All lots must be maintained so that proper drainage occurs and overgrowth is controlled. The lot cannot be used for dumping, storing or stockpiling debris, rubbish junk or garbage. The city has a tiered policy for enforcing undeveloped lots.
All vacant buildings must be secured/boarded and then registered with the city if it meets the criteria. Buildings can be registered using our Vacant Building Registration Form. Once filled out the city will contact the owner to complete the registration process and fees.

The West Fargo Renaissance Zone was created in 2000 to spur private sector reinvestment in downtown and increase the overall vitality of the once central business district. The siren system is also silently tested at 9 a.m. daily to check rotation, radio communication, batteries, amplifiers and other system features. Additional testing includes:

Beginning Monday, Feb. 19, the City of West Fargo will no longer sound the warning siren at noon each weekday. This change is consistent with emergency management best practices, which call for periodic audible testing instead of daily audible tests. Daily soundings have been found to dilute the effectiveness of the warning system. The last day of the daily noon whistle will be Friday, Feb. 16.

If the sirens are activated in West Fargo, at other times than these, please check your local news and radio stations for emergency messages. The sirens are not used only for tornadoes, but also used to alert the public of other types of severe weather emergencies and other types of dangerous conditions that may occur.
The City of West Fargo utilizes a 460-acre network of waste stabilization ponds near 12th Avenue N. to treat wastewater (water that has been used in the home, in a business, or as part of an industrial process) that comes from the sewer system.During the transition from winter to spring, the ponds can emit a strong, unpleasant odor as the normal, organic treatment process restarts.

Special assessment financing is a method established in Chapter 40 of the North Dakota Century Code utilized by the City of West Fargo to allocate the costs of an improvement project to property owners that benefit from the infrastructure.
Examples of projects that most likely utilize special assessment financing are water lines and storage, sewer lines, storm sewer, road and sidewalk paving, and flood protection.
The unpaid balance of special assessments, or uncertified balance, is the balance that remains after the yearly installment is sent to Cass County for payment. The West Fargo Fire Department operates as a municipal fire department, the Chief of the Department is appointed by the West Fargo City Commission and reports to the City Administrator. The department is funded through a tax levy included in the annual city budget. Within the department, five divisions operate to keep the department ready as an "all hazards" department; Administration, Community Risk Reduction, Operations, Professional Standards, and Emergency Management. The department has an authorized strength of 67 employees, 22 full time and 45 part time.

You can never have too many smoke detectors. The West Fargo Fire Department recommends one smoke detector on each level of your home, one in each sleeping area and an additional one outside the sleeping area hallway. All new homes are required to have interconnected, electric (with battery backup) detectors located in these locations.
Batteries should be replaced twice a year. An easy way to remember is to change the batteries when you change your clocks ahead or back in the spring and fall.
Battery smoke detectors last approximately 5-7 years, with electric smoke detectors averaging 10 years. With age, smoke detectors will either become more sensitive or take longer to react to a smoky environment. This is also usually the case if your detector is having a high frequency of false alarms.
Carbon monoxide is a product of combustion produced by gas and oil-fired heating appliances, wood-burning stores, charcoal grills and automobiles. If you have any one of these you should have a carbon monoxide (CO) detector in your home.
To help mitigate the risk of CO poisoning, it is important to make sure that heating appliances are in good operating condition and are properly vented. A plugged or partially plugged chimney can cause CO to back up into your home. Never use a charcoal grill in an enclosed building; burning charcoal emits a great deal of CO and can become deadly in a short amount of time. Do not leave a vehicle running inside an attached garage. Please also be mindful that CO can also enter the home through doorways and/or windows.
We recommend at least one carbon monoxide detector in your home; however, you may have more than one but should keep the proper placement in mind. The recommendation is to place the detector in a room where you spend the majority of your time, such as a living room. Most detectors sold today are the electric style and need to be plugged into an outlet. With this in mind, place the detector towards the middle of the wall away from vents.

Carbon monoxide gas will disperse evenly throughout your home with the air conditioner or gas furnace running.

Symptoms of carbon monoxide poisoning include headaches, nausea, feeling tired (fatigue), and flu-like symptoms.
If you have any of these symptoms or your detector goes off, leave the area immediately and call 911.

Owner is responsible should a fire start within a nearby area is association with the fire pit. Open burning (not enclosed in a burn container) is not allowed unless a permit is acquired from the Fire Chief of the West Fargo Fire Department. This permit can only be used for cleanup of natural debris and not intended for recreational purposes.

The individual use, explosion, or possession of fireworks at any other time during the year is prohibited.

West Fargo, Fargo, and Cass County has contracted with Emergency Communications Network, Inc., of Ormond Beach, Florida, for its "CodeRED" high-speed telephone emergency notification services. The CodeRED system gives city and county officials the ability to deliver pre-recorded emergency telephone notification/information messages to targeted areas or the entire city at a rate of up to 60,000 calls per hour.

If there is no answer and you do not have an answering device, the CodeRED number will be attempted up to three times. If you do not receive a message, but have questions about the calls please call the West Fargo Police Department at 701-433-500.

There are many different brands and types of capturing devices for leaving a message. Occasionally something about the answering device or the beep of the device causes the system to think it has reached a live person and begins playing the message. When the message is left, it then only leaves part of the message.

This does not happen often, but CodeRED calls approximately 23,000 records in this area and there is a chance a few residents will receive one of these.

Yes, there is a leash law. According to City Ordinance 11-0201, "No person who is owner or keeper of any animal shall allow any animal to run at large in the city." To report an animal at large, please contact the Police Department at 701-433-5500. They will require the following information: the address, type of animal, and when you saw the animal last.
Yes, the curfew is 11 p.m. to 6 a.m. This is the time when a person under the age of 16 cannot be out wandering the city. This ordinance does not include a child who is returning home from certain events, if they have been babysitting, with someone of the age of 18 or they are approved by a parent.
For further information regarding the curfew, please see city ordinance 12-09. If caught out during the hours of the curfew, the child will be brought either to the West Fargo Police Department, home or YouthWorks Attendant Care.
A noise ordinance is always in effect within the city limits. According to City Ordinance 15-14,it shall be unlawful for any person to make any loud, unnecessary or unusual noise or any noise which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others within the limits of the City of West Fargo.
If you feel a neighbor is unlawfully noisy, you can contact the West Fargo Police Department at 701-433-5500. If a West Fargo police officer feels that the noise is unwarranted, the officer will ask the responsible party to cease creating the noise.
City Ordinance 11-0102 requires that all dogs and cats over the age of 12 weeks must be licensed by the West Fargo Police Department. In order to license your pet, please bring proof that the rabies vaccination has been given and is current to the West Fargo Police Department. A clerk will then issue the license after verifying that the proper vaccination has been given.

The new constitutional concealed carry law took effect on August 1, 2017, which allows residents to carry a concealed weapon in North Dakota without a concealed weapon license if they meet certain requirements. It is only applicable within the state’s borders and only for ND residents who have a valid driver's license and are not otherwise prohibited from possessing or carrying a weapon. It is still necessary to have a concealed weapon license to carry concealed in states that have reciprocity with ND, including Minnesota, South Dakota and Montana. Reciprocity applies only if you possess a valid concealed weapon license.

Yes. Police reports and accident reports can be requested from the West Fargo Police Department. Accident reports are $7.00 per report. Police reports cost $.25 per page, but are free to the victims of the crime report.
Payment for the reports may be made in cash, credit card, check or money order form. There is a convenience fee of $2 or 3 percent of the payment due for credit card payments.

West Fargo police officers are not required to write a certain amount of tickets. However, officers are encouraged to make traffic stops and issue tickets, as traffic violations and the accidents that result from them, are a major concern to most citizens.
There are no specific criteria for determining where radar enforcement will occur, but the West Fargo Police Department gives extra attention to neighborhoods and other areas where children and pedestrians are more likely to be present. Having a North Dakota license automatically provides your consent to be tested if stopped by a law enforcement officer, while driving. This is the law of "implied consent" and can be used by the officer to test you if you are stopped on the suspicion of drunk driving, either through a breath test or a blood test. Refusing to take the chemical test will result in your license being revoked for a year for the first offense, 3 years for the second offense (in 5 years) and 4 years for the third offense (in 5 years).

The City of West Fargo will repair the boulevards that were damaged by city snow removal equipment. If you have had damage done by a snow plow on your boulevard area please contact Public Works at 701-433-5410 to be placed on the repair list.

The City of West Fargo utilizes a 460-acre network of waste stabilization ponds near 12th Avenue N. to treat wastewater (water that has been used in the home, in a business, or as part of an industrial process) that comes from the sewer system. During the transition from winter to spring, the ponds can emit a strong, unpleasant odor as the normal, organic treatment process restarts.

The City of West Fargo sets the new rates based on the cost of providing water and sewer service to the different user types. As the costs above increase, we need to make sure we are able to cover them. With this new rate adjustment, the rates will also fund additional repair and rehabilitation projects so the costs are not all special assessed to residents.
A COSA identifies all the costs associated with providing service to customers and determines which of those costs go to which user type based on how they use the systems. Categories of user types include:
It further identifies what costs do not change with use–called a fixed charge–and what costs do change–called a usage charge–to balance rates appropriately.
The bases of each fixed charge is the size of the meter, an industry recommended approach to determining the cost of providing service to each size of meter.

Usage charges come from the amount of water recorded by the customer’s meter.
The usage charges are costs for operating the utility, such as water purchases, wastewater treatment, transmission, distribution, collection, pumping, and other operational and environmental variables. These are basically the costs associated with the gallon of water as it comes from your tap.

The City has a two-tier rate structure for residential water use. The first tier volumetric rate is $7.00 per thousand gallons up to 20,000 gallons. The second tier is $8.75 per thousand gallons over 20,000 gallons. These tiers do not apply to sewer rates.
This type of rate structure serves two primary purposes. First, the rate structure recognizes the cost of building extra capacity in the pipes, pumping, and storage facilities around the city to meet increasing average and peak day demands. Second, the structure encourages responsible water usage. Decreased water usage allows the City to delay future cost increases associated with increases to system capacity, thereby keeping capital costs down.
The first tier of 20,000 gallons includes an amount equal to typical indoor usage in any given month (which is less than 6,000 gallons) plus an amount to include lawn watering. Data from North Dakota State University estimates that about 14,000 gallons per month would be adequate to maintain an average sized green lawn. Commercial and multifamily accounts will also see increases.
Businesses with larger meter sizes will see an increase associated with switching to fixed charges based on meter size. Additionally, businesses will not benefit from a cap on residential sewer usage. However, the two-tier rate structure, which charges more for usage over 20,000 gallons, does not apply to businesses due to large variability in how businesses use water. In other words, businesses will not see an increase in their water rate based solely on amount of water used.
Yes. If you use the same amount of water, you will still see an increase of $0.25 each month as the fixed cost went up. It is likely that everyone will see their sewer bills go up with the change in rates.
The new residential rates provides a two-tier structure for water rates and a cap on sewage charges to avoid penalizing homes for maintaining a nice, green lawn. In the new two-tier structure, water usage up to 20,000 gallons is charged at a lower rate. If you use more than 20,000 gallons per month to water your lawn you may pay more. The sewage rate for residents caps at 8,000 gallons.
Here is an example of charges for 18,000 gallons of water (4,000 water indoors and 14,000 gallons to maintain an average sized lawn).
This year’s sewer increase is larger and intended to set the utility on a good path forward. However, as we continue to improve our utilities and operating costs increase user rates will increase to cover those rising costs, but at a smaller amount to keep pace with these increases. The West Fargo City Commission will review and act on these increases annually to verify they are appropriate.
The City will announce rate changes through local media, social media, City of West Fargo website, public access channel and on upcoming utility bills.
The City of West Fargo is not responsible for setting rent or determining if the occupant or building owner pays utilities. Your apartment management company will determine if they will change your rent based on their financial situation as it relates to utility charges.
The City of West Fargo does not have an assistance program for utility bill payments. However, the increases to utility rates will help to offset the costs associated with special assessments on select repair and rehabilitation projects.
A residence with a ¾” meter would pay about $52 in Fargo for 4,000 gallons of water and sewer service in a month. The same customer in West Fargo would pay $61. The difference comes from how the two cities fund infrastructure, with Fargo using revenues outside the utilities, such as sales tax, to offset water and sewer infrastructure costs. The City of West Fargo’s sales tax collection is not large enough to subsidize utility payments in this way.
This will be effective beginning with water and sewer usage July 1, which appears on the bill distributed at the end of July.

There is a portion of the City of West Fargo that receives water service from the Cass Rural Water District but sewage service from the City of West Fargo. In order to bill for sewage, the City of West Fargo will receive the customer’s monthly water meter reading from Cass Rural Water District and determine the sewage charge from that information.
According to the Water Environmental Federation’s manual of practice no. 27, determining flow for wastewater is a complicated by the fact that most customers are not metered for wastewater flow. Even if a large user is metered for flow, the meters themselves tend to have some challenges on reliability. As a result, one of the most common approaches to determining the volume for wastewater is using the metered water use.
All of the industry standards and recommend approaches rely on the metered water consumption to some extent due to the cost and impracticality of metering wastewater flow. Under the new water and sewer rate structure, the City of West Fargo will use metered water usage, but put a cap on residential usage to account for much of the summer water flow that may not go into the sewer system.
