The City of West Fargo Special Assessment Commission is scheduled to hold a public meeting 3 to 6 p.m. Tuesday, June 23 and 7 to 11 a.m. Thursday, June 25, in the Commission Chambers of West Fargo City Hall. During this meeting, the Special Assessment Commission will review the following projects that are being wholly or partially funded through special assessments:

• District No. 1305 – The Wilds Ninth Addition
• District No. 1314 – Eagle Run Plaza Sixth Addition
• District No. 1315 – Westview Third Addition
• District No. 1318 – Halverson’s Industrial Park Second Addition
• District No. 1319 – Geller’s and Meadowridge Area Sewer Improvements
• District No. 2240 – Eighth Avenue NW and 26^th Street NW Paving
• District No. 2241 – Fifth Street NW Extension (27^th to 28^th Avenues W.)
• District No. 2243 – Ninth Street E. and 13^th Avenue E. Intersection
• District No. 2244 – Sheyenne Street Reconstruction (13^th Avenue W. to Beaton Drive)
• District No. 2251 – 13^th Avenue E. Reconstruction (12^th to 17^th Street E.)
• District No. 2253 – Pinewood and Goldenwood Streets Overlay
• District No. 3002 – Pioneer Place Alley Utility Improvements
• District No. 4064 – Halverson’s Pond
• District No. 4065 – Gateway West Storm Sewer
• District No. 6054 – 2018 Sidewalks

The West Fargo Park District will also present two improvement districts. Please contact the park district for information.

During this meeting, the Special Assessment Commission will meet with City of West Fargo staff to determine the allocation of special assessments. Information about these projects, including improvement district maps, can be found at https://www.westfargond.gov/1021/Special-Assessment-Projects. Following this meeting, the Special Assessment Commission will publish the list of proposed special assessments and advertise an appeal opportunity and public hearing in the legal section of the West Fargo Pioneer.

To file an appeal, a property owner must submit their protest in writing to Tina Fisk, City Administrator (tina.fisk@westfargond.gov or Attn: Special Assessment Protest, 800 Fourth Ave. E., Suite 1, West Fargo, ND 58078). The appeal must be in writing and include the names of all owners of the property, the property’s address and reference the improvement district being appealed.

During the public hearing before the Special Assessment Commission, impacted property owners may attend and present their appeal. Based on these appeals or new information presented at the public hearing, the Special Assessment Commission may alter the assessment allocations or confirm the list as it was published.

After this proceeding, a notice of confirmation and advertising of a West Fargo City Commission public hearing and appeal opportunity will be published in the legal section of the West Fargo Pioneer. Individuals with property within the special assessment district who object to the allocations will again have an opportunity to file a written appeal. Please note that only those property owners who submit a written appeal are also able to present their appeal during the West Fargo City Commission public hearing on the matter.

At the conclusion of the public hearing, the West Fargo City Commission can determine if additional steps are required to determine the assessment allocation, or confirm the special assessment list. If a landowner disagrees with the decision of the West Fargo City Commission, they may appeal to a district court. Following the confirmation of the special assessment list, the amount due can be paid without interest for 10 days. After the 10 days, the balance due is subject to interest.
