Overview:

The two-year Sheyenne Street corridor reconstruction project is scheduled to begin 2018 and will ease congestion and safety concerns in West Fargo by adding lanes to Sheyenne Street from 13th to 40th Avenues W. and reconstructing the I-94 Sheyenne Street interchange. The City of West Fargo is overseeing the project from 13th Avenue W. to 40th Avenue W and the North Dakota Department of Transportation (ND DOT) is overseeing the interchange.

This project will be completed in three segments:

Segment 1: 13th Avenue W. to Beaton Drive

  • Construction Schedule: 2018
  • Estimated Construction Cost: $8.3 million
  • Proposed Improvement: Five-lane section that includes two lanes in each direction and a center left turn lane.

Segment 2: Beaton Drive to 32nd Avenue W.

  • Construction Schedule: 2018
  • Estimated Construction Cost: $23.9 million
  • Proposed Improvement: Six-lane section with a raised median and offset left turn-lanes and a new bridge over the Sheyenne Diversion.

Segment 3: 32nd Avenue W. to 40th Avenue W.

  • Construction Schedule: 2019
  • Estimated Construction Cost: $15.3 million
  • Proposed Improvements: Four-lane section with a raised median and offset left-turn lanes.

Funding:

The City of West Fargo portion of the project is estimated to cost $47.5 million. The ND DOT has provided $11 million to help fund segments 2 and 3, and the local share will be funded through special assessments distributed through the improvement district.

The total special assessment for a property owner with less than 2 acres in the improvement district is estimated to be $2,500-3,500. This balance can be paid in full, or over a 25-year term. If paid over a 25-year term, with interest the approximate annual payment is $300.

Property owners may file written protest against the improvements by Nov. 29, 2017. Protests should be sent to: Tina Fisk, City Administrator, 800 Fourth Ave. E., West Fargo, ND 58078. A public hearing has been scheduled for Dec. 4, 2017, during the City Commission meeting (5:30 p.m. call to order). During the hearing, commissioners will review filed protests and receive comments from the public. For information on providing written protests, please review North Dakota Century Code 40-22.
